The monthly meeting was held in King Georges Hall. Counc M Gittens chaired the meeting. Six Counc attended the meeting as did County and District Counc, L Stowe and S Jepson. Four members of the public attended.
Before the commencement of the meeting Counc M Gittens welcomed Inspector Brian Clifford and PC Rob Wells from Gloucestershire Constabulary.
The main concerns to the village to be addressed were noise in the Junior Playing fields late at night, School and general car parking. The police promised to visit the Playing Fields on an adhoc basis and visits to the Village Stores regarding the sale of alcohol. A dialogue has been started regarding school parking problems and CCounc L Stowe. Speeding traffic remains a concern. Consideration should be given to flashing speed lights or speed checking with a speed board.
The minutes of the September meeting were read as correct.
Matters Arising: A vacancy for a parish Counc has been advertised.
Specific drains need cleaning and those known have been reported to Gloucestershire CC.
The willow tree at The Butts is to be felled by the Gloucestershire CC. Owners/occupiers of overgrown bushes, hedges and trees have been informed and asked to attend to them. Gloucestershire CC are dealing with the overgrown conifer hedge in Chapel Lane. The Hawthorn hedge at The Allotments can be laid by the Gloucestershire wardens. Permission of this will be sought from the poor lands trust. The Cotswold wardens have replaced a number of rotten stiles. The Young Gardeners Club finished until spring 2011.
The village appraisal questionnaire has been circulated. 744 were delivered, 166 replies have been returned. Points raised will be discussed at a meetings of the committee.
District Council report from S Jepson stated that a budget consultation meeting had been set for Moreton in Marsh on November 8 at 7pm and advised the PC to send a representative. CCounc L Stowe said that the council will be freezing their portion of the council tax.
Patching tarmacing work is being carried out on Bakers Hill and arrangements are being made to remove the safety barrier at Cherry Orchard.
Christmas Arrangements: It has been agreed to place the Christmas tree at the side of the bus shelter. The Three Ways will supply the electricity for the lights. The collection this year will be for the Air Ambulance.
Maintenance of Grounds: The clerk will place an advertisement in November for grass cutting contract for the village.
The Community Activities Working Party will be holding a village market in King Georges Hall on November 20.
Counc M Gittens will attend the Remembrance Service at the Methodist Chapel.
Permission has been granted for a seat to be fitted in the cemetery by John Marshall in memory of Linda Marshall.
Gloucestershire CC will be asked for advise on the bus stop sign at The Plantation as buses do not stop on the marked area by the bus shelter.
The next PC meeting is on November 24, 7pm.
